Horrible Apartment

First of all, the building structure is horrible. You can hear everything that happens above you. Even someone just walking across the floor causes a loud noise. We are constantly hearing the people above opening and closing their sliding glass doors. The windows were improperly constructed, so big storms can cause major flooding problems. As mentioned by others, the trash and the security gates are big problems. Also, the way the buildings were constructed prevents you from using DSL for your internet connection. While the cable connection works well, it is very expensive.
Secondly, maintenance has been a major problem for us. We have been here four years, and while it is better now, it has been a problem for much of our stay. Basically, the poor building construction extends to things like the air conditioner causing major problems. The maintenance crew is incompetent to handle such big issues, but they are reluctant to call an outside contractor for help. We spent most of a summer with our apartment temperature above 85 degrees without anyone fixing our air conditioner. We finally had our attorney call the property owner and inform him that we would be staying at a local hotel at the apartment's expense and would not check out of the hotel until our air conditioner was fixed. After months of haggling, the unit was fixed the next day.
Finally, the worst problem is the management. They are totally unhelpful. The old property managers were better, but the current one won't even return phone calls. Also, prepare to be nickeled and dimed to death. When it works to their favor, they will hammer you with their lease provisions. I'm leaving town for a job, and I had to break the lease early. This caused me to have to fork over $3,000. For a student, that is a lot of money. The employees seemed to be having fun adding up all the separate fees that I would owe (that is, when they could finally figure out how to use the calculator) I'm getting ready to move out, and am expecting further problems getting my security deposit returned. For whatever reason, they are incahoots with the water company, and told me that no deposit would be refunded until the water bill has been paid. In light of what others have said about getting the water turned off, I'm sure that I will be screwed again.
To be fair, I have to say that the parking is pretty good. Of course, it should be okay since we are nowhere near campus.
