As to the maintainance, obviously everyone wants it perfect, but fews expectit to be a reality; especially when a third party is managing the complex and does not own it. Management only has to worry about keeping the property investors happy for a short period of time, becasue the investors will only hold the property for a few years. This property has been held since 1999 and is most likely being set-up to make it more sellable, i.e. expenses low to make the income look higher. This will make the property get a higher price, but unfortunately, it is rare that a prospective buyer will interview the tenants, in fact, it is usually highly discouraged by the seller, so the tenants don't complain. The management can place all the 5.0 reviews it wants, but the bottomline is this. If you look here and fall for the sales pitch, before you sign, knock on a few doors when people come home from work and ask them what they think. Many people do not even know about this website and wouldn't complain if they did because that is not the kind of person they are. But ask them in person and most people are very open.
Management is great about getting you in here but won't even tell you about he break-ins and that they have locks to help you prevent them for free in the office. Incidently, about the previous review. The management did change the policies. They even changed the contract and can't keep the two contracts straight. they quoe policies from the old contract but have the new tenants sign the new contract. I have an old conract and asked a question, and with out thinking, they gave me the wrong answer, because it was part of the new contract.
