Misplaced priorities

Years at this apartment: 1999 - 2002
 
The landscaping is wonderful. They are weedwhacking at 8:00 in the morning. But, they don't seem to care about the conditions of the apartments themselves. The appliances are terrible.

Water bills are outrageously high!
