we had 2 types of neighbors.. frat boys that had loud parties until all hours of the morning and had garbage outside their door every single day (no exaggeration--mostly empty cases of beer).. and the 2nd was families of 12 crammed into apartments with children running all over the place and leaving toys and bikes in the street and on the grounds..
