Nice location, but could be a lot better

While I like the layout of our unit and I like the view from the bedroom windows, there are quite a few short-comings.
Our unit wasn't cleaned and ready when we signed our lease. Of the dozen items we listed on our move-in sheet, only two items were taken care of. We also have some security issues yet to be resolved, including a missing window screen and a cracked window. We have dog owners who don't take issue with their pets doing their business right by our bedroom windows and not even picked up afterwards. Last I checked, the security and animal issues are against city code. We are now dealing with upstair neighbors who have been extremely noisy since moving in 2 weeks ago.
