The positives and negatives tend to even out

I love the layout of my apartment and the views. When I moved in I received exceptional service from the leasing associate. However, moving from out of state, never having had to pay for water service, I was surprised when my first water bill turned up, to be payable to the complex. It would've have been nice if someone would have advised me of these charges. I completed a move in sheet, and ended up with several pages of notes! To this day none of the issues have been addressed (that was over 6 months ago). Most of the problems are minor and don't bother me, I simply wanted the problems noted so I wasn't charged for them when I move out. It was obvious when I moved in a quick paint job had been done, there is paint on the windows and the bathroom mirrors. It looks as if there may have been a few roof leaks at some point. The A/C - vents don't look as if they've been cleaned in a while. The outside windows also need to be cleaned (I'm on the third floor or I'd walk out side and do them myself).
All in all, I'd say the negatives and positives tend to even out. I love the area and the open space of my apartment and have no plans to move anytime soon. I've not experienced any problems with security, nor have I heard of anyone else experiencing problems. I've not fully tested the service staff to say how responsive they are to an emergency.
