Not that safe, but not that bad, EXCEPT for noise

I rented a 2 bedroom 2 bath for 1 year, late 97 to late 98. First, I am going to comment on what other people have already commented on here. Like the other post, predominately black area. But I knew this before moving in and didn't care, also I am white. I had a 1987 Ford Mustang 5.0, great shape, but it had the stock rims with the lugnut covers. Those were stolen, I never replaced them. I did not notice a gang presence, but there is a school right behind the complex, so kids walking home from school could be perceived as gang member material, I dunno. At least 2-3 times a month (on the weekends only), without fail, starting at 9am, people wash their cars and play music loud as ----. Bass booming (I love the music, but 9am, please). Basically, low class people representing their low class ways. My air conditioner froze up twice. I called maintainance twice, and the first time they came the same day, the second time they came the following day, but both times fixed it, and told me what the problem was. Basically I couldn't run it nonstop. I had to shut it off a few hours every couple of days or it would freeze up... No biggie.
I did not have any experience with the laundry room. I rented the place with the intention of hooking up my own washer and dryer. I HIGHLY recommend doing this because in my experience, 80% of persons utilizing a communitiy clothes washing area are low class persons. Plus, you can do your clothes anytime you want. There was a local place that is in the business of selling used washers and dryers with a 6 month warranty for $75 each. I did that, had 0 problems the entire year. I left both units in the apartment after I left too.
The lighting was not that good either. I can see how it could make someone feel unsafe. But I was a 27 year old male, not too thin and I was able to take care of myself, and I walked had walked around the complex at night without any fear. Even though in some areas lighting was non-existant, basically pitch black except for starlight. But I can see how this makes for an unsafe experience.
I did not have any problems with any pests, ants, roaches, etc. I never heard my neighbors through the walls, but I also lived on the top floor, so I didn't have the problem of hearing people walking above me. It had vaulted ceilings, and carpet, and a sliding glass door. Everything was in ok shape, not brand new, but not that bad of a shape. The bathrooms, fixtures, kitchen appliances (refrigerator, stove, dishwasher) all operated just fine.
For $360 a month plus utilities, (I shared it with a relative) I thought it was pretty good. My only big gripe was the weekend music booming.
