Dishonest Staff that work for the Co.'s wellbeing not the tenant's

Let me start by saying that 6 m after we moved in, I found out through a neighbor that they (PL) were not renewing the leases due to upgrades to the apts. When we applied, we were informed that they were going to do a "facelift" -changing damaged wood and painting-. A few months later, a letter signed by the manager was posted informing and reassuring that they were not converting to condos but they were going to remodel the apts. as the tenants moved out and that tenants were not entitled to new appliances and up-grades if didn't move out. They forgot to mention though the part that they were not going to renew the lease, that if you wanted to stay at PL you had to apply again putting all the deposits again. In my case, I have a small dog which is a $400 deposit (non-refundable) for a period of 12 months only because they decided to proceed this way, $250 redecoration fee that was good only for 12 months and that you will have to pay again in case you stay.
There are 3 pools in the property, the closest to me is out of service and when I went to inquire why was it closed, I was told that it had "a leak" and they were working on it to find out later on that the "leak" has been going on for over a year and the ones who enjoy this pool (when available) are the "neighbors" outside PL, the ones that don't pay rent. One day I went to another pool and I found inside the bathroom (the same one that you need a key to get in but the lock was broke), a prophylactic on the floor and a lounge chair'''!!
People drive like maniacs inside the complex.
You can hear everything from your neighbors above you who don't really care if they are bother or not.
the dumpsters are always full, people leave their trash bags at their doors when supposedly they fine you for doing this, and some hang their clothes to dry in their balconies (yuck!).
In ten months, the police helicopter has been looking for someone in more than 5 occasions and once, a teenager was shot with an electric gun in front of my apartment (I couldn't sleep that night).
With the facelift, things look better now but they raised the rent also to 1200 something, apt are comfortable inside, spacious I must admit that.
Staff is very unprofessional, no manners I can even say no education, you only have to read their letters.
Definitely, I was fooled by the nice follow-up post-card after we visited the property and all the rules and restrictions which they do not enforce. $1055 sounds like a very good deal, now you tell me...
