once you sign the lease, you are doomed.
the way they run the apartment business here is: keep everything the cheapest possible - used frig, ranger, 20years A/C..... the A/C runs so loud
that you can't get into sleep in a summer night. But you have no where to complain, the noise level of the A/C is not a problem to the office or maintenance. and the A/C will not be replaced since it still runs..

If Arbour is the last place you can stay before you have to sleep on the street, here are the suggestions:
1. Before you move in, Inspect the apartment COMPLETELY, write the problems down on the check list and ask the maintenance to fix everything. Pay special attention to the A/C, run water and bath in the kitchen and bathroom make sure there is no water leakage. make sure no funny smell left after their repainting job. You'd bettttter stay for a while and see if roaches are running around
2. Call the office and maintenance anytime you feel uncomfortable with anything, just keep bugging them, but don't get angry yourself. Just keep them busy. Call them even when you see dogshit on the lawn
3. before you move out, have the office walk out the apartment with you, ask them to complete a check list also and sign on it to make sure there is no extra charge for fixing anything after you move out. OTHERWISE they could charge you whatever they want months after you move out. THIS Happens every time. AND again, YOU will find NOWHERE to complain!!!
