When you move in you are required to put down a security deposit (usually $200) and a deposit for a gate opener ($40 but optional). When I moved out I cleaned the apartment and there was nothing wrong with anything. However, I received notice that Echelon was keeping my security deposit because my carpet needed to be replaced because it was "worn". Not only did the carpet not need replacing, it was not worn anymore than it was when I moved in. Unfortunately you can object to a landlord retaining your depsoit but then it is YOU who must initiate a legal proceeding to get it back. The cost of filing fees and the hastle is hardly worth $200 and don't think that they don't know this. This also happend to my friend who also lived at Cheney Place. Read your lease carefully there as they are a bit sneaky and beware of your deposit. Also expect the fire alarm to go off in the building about once every weeks or so between 1 and 4 in the morning. On the bright side..hey the pool looks nice.
