love the apartment, hate the neighbors

I'm nearing the end of my second year here at the Sabal Palm. I live in a 3 story townhome which gives you a tremendous amount of space and privacy if you were to have a roomate. Until recently, I was very pleased with the Sabal Palm. In the last few months, new neighbors moved in on both sides of me. One side constantly has the stereo/surround system thumping out wall-shaking bass lines. The other side has 2 barking dogs and a late night stereo habit. I've reported the noise several times to the office, and finally the property manager called me back to say there is nothing he can do unless a police report is filed. Do I really need to call the police to get some peace and quite' It seems excessive. I also requested carbon monoxide alarms after I was nearly sent to the hospital when my neighbor left his car running in his garage. Every townhome has a 1 or 2 car garage on the bottom floor, and they're all connected. So, when 1 person left his car running, the whole building filled with poisonous exhaust. The fire department had to break down doors to get people out of bed. We were standing outside in 40 degree cold in our PJs for about 2 hours, but the apartment complex doesn't see a need for alarms!
I'm constantly being parked into my own garage or having to find an alternate route to my house because of the parking situation. Like I said earlier, each apartment has a garage. But some residents have extra vehicles, or use their garages for other purposes and park outside...in the driveway. It's ridiculous, and I've only seen tickets on windows twice in the 2 years I've lived here. But if you report a problem to the office, they claim tickets are written every 2 weeks or so by the courtesy officer (who I still have not actually witnessed in the complex). And if you ask about the seurity officer, they'll tell you he doesn't actually work 24 hours like the ads state. I was told there are only limited hours in the day in which he will respond to calls. Which hours' I don't know.
