Unfair billing practice or extortion' From: -Anonymous- Date posted: 5/26/2008 Years at this apartment: 2007 - 2008   According to the complaints posted here, many of the residents at Tortuga Bay were victims of the apartment's unfair billing practices (not returning security deposits, various unjustified fees, intentionally confusing statements, claiming to not receiving payments, etc.) This apartment is the most expensive in this part of Orlando, but its business integrity is one of the worst. I wonder if Equity Apartments (the parent company) is aware of these issues at Tortuga Bay. Or are managers promoted based on how much they extort from their residents'
