Black Mold on 30-year Old AC Unit

My husband and I moved into our apartment three weeks ago. We were pleased to find that new carpet had been installed, but we are generally very unhappy with the rest of the apartment.
We were willing to overlook the small issues, like the fact that the dishwasher is installed crookedly and the unsafe stairwells, but we will most likely have to take some sort of corrective action about the air conditioning unit, which is roughly 30 years old and has black mold growing on it.
According to the sticker on the unit, the last maintanance / inspection was performed in 1996 and it looks as though the "maintanance" consisted of simply screwing a metal plate into the wall below the unit in order to keep the leaking pipe from dripping onto the floor.
Naturally, our first action item after we moved our things in was to contact someone in maintanance to come and look at the unit. He was very friendly, but he informed us that the AC units looked like that in most of the apartments here and that based on his experience, "management was cheap and most likely wouldn't replace it as long as it was still running."
A staff member here informed us that we would be able to stop by the leasing office once a month to get an air filter free of cost, but when we did this, they told us that they were out of our specific size and that they would stop by our apartment once they got more in. This was a week and a half ago.
I have uploaded pictures of the unit for you to see. The air filter shown in the picture is only three weeks old, and we watched as the filter turned from yellow (its original color) to the dark grey color shown in the picture within only two weeks. I am not too concerned with all of the rust, but the leaking pipe that drips into the metal plate under the AC is obviously what has caused the mold.
I have not yet had the air in my home tested, but I suspect the black mold growing on the unit is toxic and can only hope that it is not stachybotrys, which has been known to kill infants and small children, as well as cause an array of other harmful reactions (mostly involving hemorrhaging, lung diseases, and rapid deterioration of the immune system) in adults. In spite of the new carpet, and although we don't own pets or smoke in our home, my hayfever and asthma have worsened since we've moved in.
