The Code Enforcement Office is responsible for enforcement of County Codes relating to zoning, signage, abandoned/junked vehicles, uncultivated vegetation trash, debris and other objectionable or unsanitary matter.
This place is a dump. Filled w/ broken cars, garbage, leaking tubs, mold, bugs, animal feces, giant dogs far beyond the weight limit of the complex, etc etc etc. You know if you lived here. Call Seminole County Code Enforcement and they'll go through your apartment unexpectedly (on your schedule) with the management and you will FINALLY get your apartment up to living standards of america.
PS - Start calling the police for every noise made after 10pm, eventually you'll get the garabge evicted or arrested.

Thank you for this information. I was having trouble with the neighbors from next door and as soon as I called Seminole County it was taken care of.

Thank you for your help. I am desperate to move out of here. A lot of my neighbors are just trash and they are all related somehow to the mean manager and useless manitenance crew!
