Bad apartment! Bad management!

When my husband looked at the apartment for the first time they showed him a nice place that's why he signed up for the lease.
But the next day when he moved in they gave him a different apartment with a dirty carpet and old appliances.
He complained about the carpet but they did'nt clean it very well.
The management changed about four times in two years that we stayed there.
The second year they said their going to clean the carpet for free when we moved out but they lied.
When we moved out there was a new management and they didn't give back our security deposit bec.
they said it was dirty.
Well, I argued about the free cleaning agreement with the previous management but as if the lady were'nt even listening to to me.
I was in hurry because the movers were waiting for so I just left.
They lied and they're management really bad!
