You are lucky that you were permitted to move. Most managers would have had you evicted. Freedom of speech does not inlcude harassing your neighbors. You are right, residents who disturb their neighbors with excessive noise will be asked to comply with their lease agreemnt, however it sounds to me like you had a problem doing that.
