We do have some problems with our upstairs neighbors, but the office has been good about it, and it's settled down. The grounds are normally well maintained, and I usually see maintenance out and about during the day.
It's quiet, I usually keep my windows open (when weather applicable), no one is loud outside, besides an occasional fight (I'm talking maybe once a month), and my neighbors I rarely see or hear, which is the way I prefer it.
The only complaints I have is that it's very easy to hear upstairs neighbors (or that's been my impression) and it's easy to hear people through the front door if I'm sitting in the living room. Otherwise, I love living here, and I'm sad to be moving out (because of my roommate, not the property).
