Staff lack personality

Years at this apartment: 2004 - 2006
 
The staff need to care more about their community not just the landscaping but with newer apartments in the area, they need to spruce up this place, pressure wash the walkways, paint the staircase railing, etc. so then the rent would be justified.
Find a solution for the residents leaving their garbage by their front doors for days at a time.
