Loud neighbors, nosy manager

Years at this apartment: 2004 - 2006
 
Your neighbors will play ghetto music as they drive through. They will also sit outside BBQing and drinking all evening.
The apartment manager will hassle you if you don't talk to her alot and kiss up to her.
The apartments are old. The materials are cheap and falling apart.
