I started my lease last August, and since I first moved in there have been nothing but problems. I first moved in and the carpets were covered with a very definable layer of carpet cleaner, when you walked, a cloud of the material would come up. My brother couldn't stay in the apartment, and couldn't help me move in. The walls had also not been painted, and were well stained. I asked the management (Ipad management) to resolve this, and it took well over a month for them to paint the walls, and they never cleaned the carpets, after a half dozen attempts to make them do so. I ended up renting a cleaner at my personal expense.
Since then I have again nothing good to say. I have asked for a half dozen repairs, and if they have responded it has taken several months and repeated visits. Utility costs are through the roof thanks to poor insulation and 1960's appliances(including ac,water heater, and all kitchen appliances). For the sake of your sanity and welfare I cannot rightfully wish this hell on anyone. The buildings external may not show it, but I can assure you Charter Oaks is nothing bearing any semblance of comfortable living. Do your research, and don't get caught in a lease with Charter Oaks.
