not bad but I move out

Years at this apartment: 2005 - 2006
 
I had damage due to a mice problem.
But the manager said they cannot reimburse since I don't buy housing insurance(').
But I still can't understand what's it meaning that when they said that rent includes pest control.
And meeting maintenace takes long.
After moving it took more than 1 month after submitting checklist.
