very slow maintenance

Approaching 2 years at this property. Within the first week the apartment flooded a good amount and the refrigerator had to be replaced. The tile surround in one of the bathrooms caved in due to rotten drywall (the grouting was falling out, chipping and in some places had been covered with caulking). Took over a month for them to complete the job, I had to keep calling in order to get any idea of when I could expect the job to get done. They only replaced about 1 square foot of drywall and put a new plastic surround up over the tile. The new surround was not sealed properly and is probably allowing even more water to get into the wall. Another reviewer said they had their air filter replaced by the maintenance staff, when I needed a replacement I was told to write down the number and to go to the office to get a new filter, leaving me with a rather nasty filter to get rid of (I don?t think it had been changed in quite a while, it certainly had not been looked at before we moved in). Also had problems with garbage disposal backing up from the neighbors into the kitchen sink. Also the carpet was in horrible condition with some pieces having been cut as if to be replaced, but they never got around to it. Pest control not very good. When you are actually informed in advance of when they are coming, I think you have to be home in order for them to even come in. Also the apartment?s solution to mice (which will enter through an uncovered dryer vent) was to offer sticky traps. Not very pet friendly and also quite gross. Granted you would expect some problems from a property over 30 years old, but this appears to be a place that was never very well maintained.
Overall the noise was not too bad. Some neighbors with poor musical abilities but big amps and one very loud party, which the office staff seemed very excited about taking a noise complaint for. Parking is pretty bad. The office kept threatening to tow cars without parking stickers but that never happened. I have complained about people (possibly frequent visitors) parked illegally and without stickers, blocking me in, but nothing was ever done. We also had a car stolen one night, the office was informed but did not seem to care nor did they offer any type of assistance to us.
Was given less than 1 month's notice about lease renewal and the fact that rent was being increased $20/mo. With school that's not enough time to find a new place. Overall the rent has gone up so much that it's not worth it even though the apartments are pretty large. There are better places to live, especially if you are a student willing to have roommates.
If you have pets, they do not appear to enforce the dog weight limit...I believe that your average rottweiler weighs more than 35 pounds.
