I moved into a second floor apartment here with my roommate during my senior year at FSU and we really liked it. Our friends who had lived in the apartment before us had some problems with management, but they fired the really horrible people as I moved in. As with anything else, if you're nice to them, they'll be nice to you. They knew we were poor college students, and sometimes let us slide with late rent fees (although I wouldn't count on this). I really liked that the area had more children and a diverse group of residents-- I always felt safe here, even after the night my roommate was out of town and I left my keys in the door! A Korean family moved in below us and I loved that I could get to know part of another culture without hardly leaving my home. We had a ton of people over almost every night and only once got a complaint from a new neighbor who called the cops after he had his windows open and objected to the smokers talking on the back porch.
The maintenence people were always very nice to me, even those several times I had to call them at 10:00 at night to unlock my apartment (we had a bad habit of locking our keys in the house!). One of my favorite features was the monthy pest control-- I don't think we ever had a bug in the apartment, and that's saying A LOT for a usually very diry apartment in Tallahassee.
Things to know: Watch your water bill. The Viterra water company they work with is from Tampa and always seems pretty sketchy. One month they obviously overcharged us so we took the bill down to the office. They took care of it, AND we didn't pay anything more for 2 months.
Also, know that even if you renew your lease, or take over someone else's renewal as I did, your rent will go up $20 a month every year.
I think they might charge extra for a second floor apartment, but I think it's worth it. Tallahassee is notorious for flooding, you can't avoid that anywhere in town, even though Meridian is on a hill (it never flooded while I lived there). Also, on the second floor you can leave the bedroom windows open during the spring and fall which gives a great breeze through the apartment.
It's not a luxury apartment or anything, but it serves its purpose and is at a good price. I don't know of any place in Tallahassee that offers more for the money.
And here's another thing: we actually got more back on our security deposit than we paid! I don't know how that happened, but I didn't ask, either!
