I don't know why everyone has such horrible things to say about this place, I really like living here! Sure, it's not perfect- but go to any apartment complex in Tallahassee. Unless you're going to shell out two to three times as much for rent, you're going to get what you pay for. When we moved in everything was cleaned up pretty well, there of course were some stains and marks here and there- but again that's anywhere. For the most part it's a quiet complex and I haven't had any problems with my neighboors. I feel very safe here and everything is well lit. THe own downside is management pretty much sucks. You should probably try to fix the problem on your own before you bother talking to them. You'll have to harass them like 50 times before they respond to any sort of problem or maintenece request. But ideally you won't have to deal with them much except for paying rent, so it's not such a bad compromise to make for a nice apartment.
