Affordable, good location, management lacking

Years at this apartment: 1999 - 2000
The carpet was old when moving in, and the kitchen counter-top had knife marks in it. Promised it would be replaced before move in...was not done by the time we moved out (one year later).
Parking is chaotic, especially towards the middle of the first lane.
No bug problems, pest control came by every month.
Got entire deposit back when left. (New management was just coming in when we left)
