they rip you off with water bill

i just found out they the apt complex gets a big bill from the water company and they spread it out to the tenants to get the fees based on your sq.footage, i live in a 3/2 ba 1488 sq.ft and even if we take 8 minute showers and not use the dishwasher, my bill came out to 55.oo!!unbelievable, so it doesnt matter how much water you use you will still get charged high!! thats not fair!!
