Even if the management were competent, the buildings were repaired, the residents were of a higher quality, and etc, some things will never change. There will always be an active railroad on the west side of the property, there will always be airplanes flying over, there will always be government housing on the east side of the property, and there will always be traffic backed up in front of the only entrance/exit to the property. These downsides alone are enough to keep me out of QuailOaks/Innwood Park. Not to mention all the other problems with the property. Donald Trump could build a freakin' luxury 100 story condo there and rent them out cheap and I wouldn't live there, NEVER!!!

That was very well stated, plain and simple, unchangeable facts. It should be government housing, not luxury. I lived there 2003-2004.
