Kids stomping, mothers approve!

I have lived here for about 4 months now and have had a major problem with the noise level of my neighbors above me. Firstly, when I moved in, the single-parent mother above me literally let her 3 year old extremely temperamental boy stomp, jump, scream and run from the time they got home on weekday until all hours of the night and on weekends it was almost around the clock. You know that bassy almost heart stopping sound when a kid uses the back of his heel to walk and run' That is what this mother let her son do, knowing there were people below her that were just fed up with it! We have called and complained, we have left a note on her door explaining the noise level that we hear, living below her, and we have even went up there to let her know in person when she finally answered her door - to which she straight-faced said they were both on the couch the entire time. We went back downstairs just very upset about her maturity level in general, only to hear the stomping doubled. We went up again and she completely ignored us as she was getting her son out of her apartment as he was kicking and screaming all the way to the car. Of course when we went back inside the noise was gone for the rest of the night until about 9pm when we started hearing stomping and cabinet slamming in full effect, as usual. They finally moved out (thank God) last month. We now have the exact same problem with new neighbors above us (YAY!) only now it’s a whole van-load of kids. Now I am trying to seriously figure this out:
Are the floors and walls paper thin OR have we seriously have extremely horrid luck 2 times in a ROW!' I can't take this anymore, I really can’t. I feel like I am coming home to a ghetto hotel rather than home. If the problem is due to the walls and floors being too thin, they will never get this placed approved to become Condominiums unless they completely strip the place and start over.
If the new management could just take over and actually care about this serious problem (unlike the old management who did nothing when I called about 20 times on the issue – the lady told me "well they are moving out soon..") then I would have really nothing to complain about at all and this place would make me feel right at home. This has got to be looked into - is this what you want the Westchase Community to become' Or just Tuscany Bay to be separated from a great community.. because that is what will happen. People are fed up. I know you guys read this because you told me quotes from reviews on here when we signed our lease, making fun of them - you made it sound like the raters were making no sense at all. It seems like you guys would "make the sale" to just about anyone these days! This isn’t Temple Terrace..people pay extra money to stay away from this kind of thing.
Lastly - when a person complains of noise levels there are steps to be taken. One first option is to confront the noise makers. (and no - saying "they weren home" is not making any sort of effort) If that isn't solving anything you would take the next neccessary steps up until lastly forcing them to move, or offering to move me to a more quiet unit. My friends and family have actually had their landlords/leasing office take these steps to show that they cared and were concerned as well. I don't know what the issue is with this place! I just hope noone else has to deal with the neighbors from hell that we can't seem to get away from.
