When we first saw this complex back in '06, we actually still lived out-of-state, but we'd come down for a one-week apartment search frenzy. Looked for something affordable, clean, cozy, and that's what we initially found with Waters Place. We didn't see the actual apartment we were moving into, but the one that we were shown looked like a luxury condo compared to the place we were trying to move out of up north. Basically, we were ready to be impressed and impress us Waters Place did. I enjoyed the walkaround path that surrounded the lake and actually looked forward to getting my mail just so I could walk over the scenic bridge in front of my building.
Then, a few short months into my lease, my boyfriend and his brother in law set up a balcony screen. We'd been told before that this was allowed. A couple of apartments around us had these also. And the woman who was the property manager at the time, who lived near us, actually passed by our apartment a few times while this screen was being put up. Three days went by, then suddenly there's a notice on everyone's door that balcony screens were not allowed and an eviction was imminent unless they were taken down. My bf went to the office, where the lady denied ever telling us that screens were allowed. Meanwhile, the other screened apartments would continue having them up for the next four to six months, but ours we had to take down within four days of receiving the notice or face 'penalties.'
That was the start. We also had a bass-blaring neighbor downstairs who regularly got into noisy fights and even noisier sex with his girlfriend. Then came the paint jobs and the transfer of leasing companies, and with it a gradual decrease in grounds maintenance and an increase in noise, parking issues, and police activity. It took about 8-9 months after we moved in that I started having to navigate around the clumps of duck poop that decorated the bridge and pathways. Goodbye to that nice little stroll to get the mail.
By the end of our stay, our parking lot had become the make-shift hub for drunken minors, nursing their vodka in folding chairs that blocked access to the few parking spots available. Everyone and their grandmother dumped their cars in front of the apartments, never mind that a few of those cars didn't have the property decals on them, were missing sets of tires, and pretty much just grew rust and hornet's nests for weeks and weeks.
As for the apartment itself, it was still decent enough--no cockroach problem, spacious, appliances in good working order. The freezer even had an ice maker. The A/C vent in the master bedroom barely did anything to cool the room, but it faced the afternoon sun so there wasn't much to do about that.
I really did love this place for a little while, though. If nothing else, it's at least the first home that we gave our daughter.

Do you still live here at Laguna Park? I have lived here for over 12 years and have way too many complaints to even begin to list. I was curious if you happen to live near apt # 1809 and if so do you have noise and illegal activities complaints. I am at the end of my rope dealing with my cureent neighbors.

No, I moved out back in February of last year. I was in building #15 and my next door neighbors were, thankfully, decent. It was only my downstairs neighbor who was a jerk. I did mention the loitering, noise, and general disturbance of peace to the manager before I left, and he seemed interested in trying to get it resolved. I'm sure I wasn't the only one to complain so hopefully he did something about it. If the managers aren't addressing your complaints, there are boatloads of apartments in better neighborhoods that normally go for $850 - $900 that are now being offered at $700. Whatever you decide, best of luck to you.

Please this place is becoming more of a dump then ever! you have to have a key to get into the laundry room cause the some kids set a dryer on fire. Oh and someone tried to steal my BF bike last night and broke it. I pretty sure there are half a dozen drug dealers in this complex! We have made complaints to management but Nothing ever changes.
They need to start closing the gate and cleaning the riff raff out. I know when my Leasing is up Im leaving!!!!!!

this place suck up to high heaven i had lived here for 9 months and the manager is a ass he only wants his kind of people in here am a hard working mom of 2 and my husband have issues with mark almost every day he pick on people and get in there personal lives him and that new lady that work in the office are very rude they don't care if the apt are being broke into or that they is drugs being sold in the apt that they know about they people who send dogs to walk themself and then attack other dogs mark tell people that he's going to get rid of them and am talk hard working people who pay there rent on time and just want to live in peace all he does all day is drive around the complex and pick on people just like he is picking on my husband and my husband is a ex-boxer and said that one the day our leasing is over he's going into his office and knocking mark out and want to go a few round with that new lady in the office two many people have complaints about mark and there want to do something about we like this complex but it will be a better place with new managers many people are moving out as soon as they lesing is our and people that pay there rent on time laguna park will lose alot of money
