Extremely unprofessional and useless management

Years at this apartment: 2005 - 2005
 
The neighboring apartment has a beeping smoke detector (every 20 seconds), most likely because of a dead battery. This drives me insane and I have not slept well for weeks. The management tell me that there is nothing they can do other than send a letter. The appartment is actually unoccupied, although it is not listed as such. Does anyone see a problem with this'
