BEWARE - High Management & Staff Turnover, Diminishing Security, and Fraudulent Municipality "Water" Billing

Lived there for a couple of years and couldn't wait to get out.

This property is owned and managed by Center Towers, LTD of Florida (Which is owned by Goldberg Companies, Inc. ?GCI Residential? of 25101 Chagrin Boulevard; Suite #300; Beachwood, Ohio 44122). They sub-contracted the municipality water billing to a company called National Exemption Service, Inc. (NES). NES placed sub-meters in each apartment. The sub-meters tend to over-report the Gallon usage by an average of double the amount. NES and Westwood will take you for a ride when you complain. The water bill is as high as $80 for a two-bedroom apartment (1,100 Sq. Ft.).

The high turnover in management and staff reflects poor leadership. My place was broken into, as security is on the decline. As the surrounding (outside) is getting more commercialized (Lots of new commercial construction), I expect this property to be more vulnerable. That, along with the new horrible, rude management, you will definitely NOT have peace of mind living there.

However, if you don?t mind having your place broken into, you should not have any problems!!

Call the f**ing water company, not the apartment complex!!

NES boarders on a criminal organization. They send invoices that are smaller than a postcard. Then when an invoice inevitably gets lost in the mail at some point, they hit you with a $25 "late fee." My water bill is under $25 most months, so the late fee they charged me was a 100% late fee. By comparison, the phone company only charges a 1.5% late fee. In any case, I never pay late, but if you don't receive an invoice (as happens all the time I am told due to their 4 inch invoices), then you are out of luck. This company is about to be investigated I was told by a consumer advocate group.
