Skate Boarders Everywhere!

Years at this apartment: 2003 - 2004
 
They allow skate boarders to use all the common areas and they have been wacking their boards on the pavement outside my apt for months. I have complained about this several times and it only lasts a short time before it's happening again. Also, if you live on the first floor - watch out! If someone of considerable weight moves in above you, you will hear popping, cracking and creaking from above every time they walk.
