Its not the complex...its some of the inhabitants!

Here are the real issues that have nothing to do with the management:
1. Speeding.
2. Leaving food out in breezeways.
3. Leaving trash in the open areas.
4. Dogs running around without supervision or leashes.
The explanation for each of the observations:
1. Speeding. The speed limit is 15mph. There is a good reason why the limit was set at this low speed. If someone is trying to back out of a garage or parking space, and one of our neighborhood speeders is using the straight-away for his/her own private race track, there is potential for not only property damage, but physical harm to those who are trying to live normal lives in the complex. There are children riding bicycles and playing. If the speed exceeds 15-20mph, it is impossible to stop in time to prevent accidents. That is why there are speedbumps. When the complex was first built, there were no barriers. When irresponsible minds began speeding without regard to the safety of others, the bumps were installed. Hate them'' STOP SPEEDING.
2. Leaving food/trash out in breezeways and common areas.
Not only does it look and smell bad, living close to the forest has its downside, particularly at night. Animals can smell the odors from a mile away: coyotes and fox, 'possums and raccoons, all of which can be carriers of rabies. Coyotes have become less afraid of humans and will attack humans and children for a meal! Rabid coyotes can kill a human. According to wildlife experts,cats and dogs are "candy" to them. Coyotes have been in the woods and vicinity since about 2002-2003. They have killed several cats. At one time, people used to feed the wild forest critters in the woods, but when the coyotes came, the habit stopped for safety reasons. Fox have been seen several times on the property, especially near the trash area. Raccoons and 'possums regularly visit the trash area also. Raccoons are primary carriers of rabies, as are fox and coyotes now. Leaving food out after dark is dangerous.
3. Leaving trash outside an apartment door for more than a few hours draws pests, resident cats, and unwanted critters to investigate the odors. If you have cooked bones in the trash, and someone's pet digs the bones out, and tries to eat them, the cooked bones can splinter and are like razor blades in the animals gut: the animal will bleed to death internally if the bones cut through his stomach or intestines. Don't think so' Ask a vet.
4. Dogs without leashes and unsupervised.
The state and city laws, and also the complex rules, emphatically emphasize dogs should be on leashes and supervised. WHY' Not only does it protect humans from bites or attacks, it protects the animal from running out into the street and getting hit by the SPEEDERS. Also, if two dogs without leashes, or if a dog not on a leash decides to attack anther dog on a leash, there is liability. If a dog owner wishes not to lose the pet or see the pet injured, then the leash is the only solution. Also, if a pet bites a human and the dog is not on a leash, the state can remove the animal, and even destroy the animal under the law because it is often labeled "a vicious animal".
The rest of us would appreciate it if the few of you would remember that you live in a small neighborhood and in close proximity to others.
