Rude management, Cat wasted all over the property

I lived here for 7 months. I guess there are nicer ways to fleece off residents. The only gas connection was with Georgia Gas - my bills used to be 3$ for consumption and 28$ for customer service fees. Trash collection fee & water - 40$, even when garbage vat was a mile away and water - you would be lucky to get any. Georgia Power used to be decent on this count. The apartment we had was "upgraded one". "Newly installed Granite counter-tops" seemed to have been spray painted to put for a case. Kitchen and bathroom floors had tons of scratches. The property manager was polite. During the final settlement I realised that the fees I paid (100$ for credit and background check and 150$ for holding the apartment) are all non-refundable. Credit and background check fees are justifiable, but the holding fees??? Initially I thought that was deposit, only to realise later that I was duped.
