Exorbitant Water Bills and the worst staff

Years at this apartment: 2003 - 2004
By far, the worst living conditions i have ever had in my entire life.Water bills ran as high as $250. JUDY IS A ----- who cares for nothing and says right to you on the face to pay up those bills.All this for a filthy,RODENT RIDDEN apartment.
