Thin walls, unique maintenance, leaky pipes and roofs

I've been here 2 months and am looking for a way out. Paper thin walls make sleeping difficult, no enforcement of disturbance policy outlined in the lease. The bathtub emergency overflow drain isn't connected to a pipe, it just leaks down onto the lower level ceiling. Low cost maintenance fixes result in more problems. Leaky pipes and for some reason they painted the bathtub with a white latex paint that has been flaking off sine I moved in.
The place is nice in some respects but unless they add some soundproofing moving in here would be a mistake.
