Location is great - walk to class, games, and downtown - walking back home from downtown is safe if you aren't a girl and walking alone. But a friend and I always walk back and have never had a problem.
Bugs vary depending on the building you are in. Mine, bldg 100, has only had a few roaches but if you call the office, they send the bug man every friday. Cleanliness also depends on bldg/unit, but you get to pick which unit you want and see them all yourself.
Unless you are one to want something like the woodlands, this place is the best. I wish I would have lived here all 3 years after the dorms. I'm a girl and I have no problem with the apartment. It's nothing like hardwood floors and track lighting in your own house, but IT'S COLLEGE. Being able to walk everywhere and tailgate at your apartment is awesome.
Also, maintenance and office personnel are great. I've never had a problem with them. Everything I asked to be fixed was fixed within 2 days.
I'm on the 1st floor and sometimes hear my neighbors above me, but it isn't bad. Noise is not a problem unless you always stay at home and study on a friday or saturday night. If you're doing that, there's a problem anyway.
Parking is fine. Sometimes roommates are assigned parking where one roommate is in the middle parking space and blocked in. My roommate and I just bought an extra space and used the middle one as our guest space. It saved a lot of trouble.
