I agree that it depends on who your neighbors are. I live next to a family, and some students. Noise is not an issue, and it's pretty good. If you get bad neighbors it will be a nightmare.
This is a very old complex, so it has problems (leaks, dirty carpets, stains, etc.)
The people that work there are very friendly and will make an effort to make you feel comfortable, but you get what you're paying for.
My apartment carpet had stains, and it smelled. It took about 2 months for them to replace it but they did.
I would say it's OK.
