Years at this apartment: 2002 - 2003
The location is phenomenal and price affordable, considering the area. The staff was nice and tenants decent (although, a few had some unfortunate, obvious substance abuse problems). Shopping and restaurants are in walking distance. It felt fairly safe and was quieter than you would expect. Some residents told me apartments near Cowtippers were loud on warm nights.
The downside: ground floor studios (junior 1BD) in Buildings D & E (and sometimes the apartments upstairs from them which have a different building name as their doors are on the opposite side of apartments in Buildings D & E) have flooding problems. Essentially, same buildings but different letter names. I had moderate floods 2 times (meaning I didn't have a foot of water but if furniture had been in the way I would have had a lot of damage), with a few minor floods in the one year I lived there. The staff appeared UNsympathetic; I was told by longer term residents that those apartments routinely flood. How they?re allowed to rent them out is beyond me. However, they did work with me on lowering my rent a bit due to the inconvenience. OMG, do NOT rent these apartments without flood insurance!!!
The interiors are old, so if you want brand new forget it. The appliances were fine and actually better than brand new apartments I have lived in. Parking really wasn't an issue anywhere in the complex, from what I could tell. People in the complex (like Americans in general) just appear somewhat lazy and feel entitled to park within a few spaces from their door. Not uncommon for people to park in fire zones even with plenty of spaces a 1.5 minute walk away.
In general, besides flooding in certain apartments, it is as decent a place you will find for the money in the area. I have lived in many apartment complexes and I was probably happiest in this one.
