Parking blows, noisy, worthless office staff

we moved in June of 2004. The placed started out being decent, but gradually the problems got worse and worse.
The office staff is horrible. Actually, the only reason that we finally moved in here was because the rental associate made promises to us as to rent, then her manager gave us a different quote that was independent of the first. We forced them to honor what that had given us in writing and we got the largest apt. that they have for $909 a month.
As for the apartment, they sell it as a 3 bedroom/2 bath, but actually it's a 2 bedroom/1 study /2 bath. Immediately we notice the poor calibre of the maintenance staff. Our apt. was painted prior to our move in and there is over-spray on the carpet up to 6 inches from every wall, the cabinets were painted with a white that completely doesn't match any other shade in the apartment, and the paint was applied over some disgusting stain that has gradually bleed through the paint and is still sticky.
The parking situation has to be the worst that I have ever seen in an apartment and I've lived in 3 states and have lived a half a dozen places in the past few years. It's obvious that the management acknowledges the lack of parking (even though they will not admit it) because in several locations, the parking stalls have been re-painted to shrink the space, but to increase the total number. Many of which are as much as 4 feet NARROWER than my Honda! I live on the side with the gate that only residents can access, even though all of the gates are broken and open more than 3/4 of the time, and our parking issues are not as bad as the other side. But problems can still arise. If you get home any time after about 9 pm, your chance of finding a space is about 1 in 10 and then you find that the space is open because someone with zero driving skill has once again parked over the line making the other space completely unusable to anyone other than motorcycle riders.
Noise is another huge problem. When weather permits, there is at least one party audible weekly from somewhere inside of the complex. Fireworks are a frequent occurance and have been set off on a week night as late as 4 am. Our neighbors above us are in the habit of stomping continuously and go out driking until 2 am at least 3 times a week. The 4 hours at at least nice and quiet, but we know if it's quiet upstairs between 10 pm and midnight, then it's because no one's home, but they will be back making plenty of noise. They also have covered everything we have on our balcony with ashes and cigarette butt as well as broken glass.
Another problem is poeple with dogs. Don't get me wrong, I'm an animal person, but also, the owner is the boss of the dog and has a responsibility to control his pet. There have been 100's of occasions when someone brings their dogs out to the area around the pool and tennis courts for a walk and then stand idly by as the dog proceeds to bark for the next 30 min. This may not sound that bad, but imagine and area that is completely surrounded by buildings and that has a tremendous echo. This has also happened as late as 1 and 2 am on numerous occasions. I've complained to management several times and they act as if they are powerless. We supposedly have a courtesy officer, but I have never seen one patrol. I told them that this happens EVERY night and that all you have to do is have the officer out at the pool around 11 pm, but I guess that was too difficult. Another thing, is that dogs are not even allowed to be in that area because there is a designated dog walking area away from where people walk.

I totally agree on the parking issue. Get home early or walk really far! I don't have so much of a problem with noise, though. Most people here are the typical Buckhead party animals, very young crowd. Maintenance has been fairly good for me and no bug problems. I pay $747 for the 2bed/1.5 bath on the bottom floor. Moved in March 2005. I really like the place and the location is really awesome. I'm very pleased, overall.
