When you combine a cheapskate real estate investor with a second-rate management company in an overbuilt apartment market, you get a mediocre apartment community that will have a very poor resale value. To all the tenants that are unhappy, rest assured, the owner will get it in the end when he tries to refinance or sell the project, esp. with some of the deadbeats on the rentroll. It's a shame, too, since the units and grounds are pretty nice. Except for that gate everyone seems to run into.
