How This Apartment Complex Rip Us Off

This month they throw everyone a 130 bucks water bill. We don't even install a washer/dryer in our apartment. We don't use our dish washer because lots of roaches came out from the dish washer. Still 130!! I don't understand. At first, they told us water bill was a fix rate 50ish plus hot water. They kept on increasing the price and said the apartment complex paid a lot on the water bill.
I and my roommate had a hard time to apply to this apartment complex. They didn't explain anything to us. We asked many questions and everything were fine and they said we could move in in Sept. After we paid the deposit and application fee, everything was not OK. They didn't get back to us for 1 week. Then we called. They said my roommate missed her rental history (nothing we can do with it because the staff said they requested the rental history directly from our former apartment complex), and they said everything would be OK if her previous apartment complex replied back. After around 2 weeks, they still didn't get back to us. I called them again. This time they said my rental history was missing. At the end, we find out basically the apartment was not ready to move in. They just made up excuses such that we could not move in. I was mad and said they should return the deposit if we were not qualified. Then they said it was OK now!! However, when we checked the apartment, many things were broken and it was very very very dirty. The carpet was like older than my grandma.....I vacuum several times and still, lots of dust came off.
About the laundry center, not many washing machines and dryers are working. They are very old. Some of the dryers only give cold air. Better to prepare some spare coins.
Loud music everywhere.
I don't know why, they suddenly stopped the water supply several times without any notice. Once it was like 2 or 3 days. I called them and they said it would be up in 1 hour. Then of course it is not true. 1 hour later, the staff went home and no one would care whether we have water. We need to wait until the next day to call them... Also, electricity blackout is another issue.
The road is horrible. Extremely bumpy and holes everywhere.
One more thing, this apartment complex uses gas for heat. It is expensive.
If you like roaches, unfriendly staff, bumpy road, expensive water bill... you can move in.
