Spacious, good sounding price, but old and lots of hidden costs

Spacious and a good price for the room and area. The apratments are OLD, so you will require mantainence from time to time. THe maintainence staff is friendly and generally good and prompt. The staff in the rental office are generally friendly and nice, but while I lived there they changed property managers 4 times. And now a month after I moved out they have changed again. This can be a source of frustration when dealing with on-going problems, since one proprety manager doesn?t really know what happened during the previous manager?s tenure.
Probably the worst thing about the aprtment however, is the hidden cost of utilities. Natural gas in particular. Each apartment is not individually metered, so the complex gets a bill each month which it then has a third party company split it up among the renters according to the size (sq. ft.) of each apartment. Therefore you may keep your thermostat at 68 or 70 during the winter, but your neighbor who likes it at 82, will pay the same amount. This leads to astronomically high gas bills which vary each month a low of $70 to over $100. You have no way avoid this because no matter how much you actually use, you get billed the same amount as everybody else. Where this becomes becomes even more ridiculous is that when you recieve a bill for gas it simply says ?gas $72.50? and that?s it. No explaination of how they come to that number as you would get if you got billed directly fromthe gas company. And trying to dispute a bill is just as bad, because no one seems to know or be willing to give you the really numbers (the formula used to calculate your bill and the amount of gas used by the complex, and the total bill) so you can check the math independently of the complex and thrid party company. I am still trying to get those numbers after having moved out after a month.
In summary, the place is not that bad, but know what you are getting into before hand, because I certainly didn?t and wasn?t told about this gas scheme before I moved in. So whatever the rental price they are currently offering be sure to add at least $70 a month for gas (as much as $100 during the winter) and about $30 for water (this is actually metered so it will change by your use, of course the bill for this doesn?t actually say how much you have used, you just have to trust them).
