WOULD NOT ADVISE YOU TO MOVE HERE!

I moved into the JWC in May 08 and stayed one year. I could not wait to move. Here is a list of the Pros and Cons.

CONS:
1- MAINTENANCE - Do not expect to get anything done in a timely fashion. Everytime I needed something fixed I had to make a personal trip to the front office and still the average wait time was a month, sometimes more. Even for the smallest thing.

2- STAFF - The staff is not on the same page. This is in regards to almost everything. Prior to moving in I asked about the fitness center hours and was told that it was open 24 hrs. Shortly after moving in, I was in the gym at 10 PM and was informed by the security guard that the gym closes at 10 PM. I didn't leave because I thought he was wrong and the next day I called the leasing office and was told that the fitness center is not open 24 hours and does indeed close at 10 PM. Another example of this is I asked specifically about how the water bill was calculated. I only wanted to pay based on my own personal usage. I was assured that this was the case by the leasing agent however, 4 months later I found out that the water bill is calculated by dividing the water usage among all tenants in the same square footage apartment. Therefore, you pay for water you don't use.

Also, the staff will lie to get you to move in. If you are promised something make sure they but it in writing. Also, make sure you view the actually apartment you move into. The models are always pretty.

3- NO PETS RESTRICTIONS - There are NO size pet restrictions. And let me tell you there are some very big dogs on the property. Not only are they big, but many of the owners do not use leashes to walk the dogs. I'm a walker and I am not exaggerating here. Also the JWC has some of the nastiest pet owner in Georgia. They do not pick up after the dogs and allow the dogs to urinate and defecate on the patios. The patios are wood and there are spaces in between the woods. So you know what happens when someone's dog or dogs goes to the bathroom on the patio. You'll have a big surprise waiting for you when you go to enjoy your space. I have a neighbor who complained about this and was told by one of the leasing agents, "They have a right to have an animal if they want."

4- LANDSCAPING - DO NOT WALK ON THE GRASS OR THE PINE STRAW. As stated earlier, the pet owners on the property do not clean up after the dogs and the grass and pinestraw is covered with visible signs of the evidence.

5 - HIGH STAFF TURNOVER - In the year that I was at JWC there were about 5 different managers and many leasing agents coming and going.

6 - BUGS - A couple of other reviewers made comments regarding roaches. I did not have a roach problem but did experience a major ant problem in the Winter time. Where there was water, the ants would come - dishwasher, sink, laundry room, bathroom and the kitchen cabinets. After a month of calling the office to have someone come and spray finally someone came but only after I went to the office to speak with a manager.

7 - FITNESS/BUSINESS CENTER - The fitness center is not state of the art. Most of the time the machines don't work and neither do the circuit breakers. I have been on the treadmill a couple of times and out the blue the power would just shut off. This is very dangerous and I'm surprised that no one has ever been hurt. 2 of the 4 computers in the business center usually work without automacially shutting off every 15 minutes. And someone in the office had a brillant idea to take the balls out of the mouse pads.

8 - GATES - The vistior gate hardly ever worked and the arm on the gate was almost always broken.

9 - TRASH - The trash bins are always overloaded and sometimes not emptied completely. There is no extermination being done around the trash bins, which has caused some residents, who are located closer to the trash bins, to complain about rats coming onto their patios.

PROS:
1- LOCATION - Close to the interstate and the perimeter area

2- REASONABLE RENT - sometimes depends on specials

3- PARKING - JWC had more parking then my last complex and I was in the back of the complex. I know others reviewers have complained about the parking space but Building 30 always had ample parking. At least when I was there.

4- QUIET - Dispute what others have said, I never had a problem with noise here. I would even comment to others that although there were many children, and I do mean MANY, the complex was very quiet. Occasionally, I would hear someone riding in their car with the music blaring but it wasn't all the time.

5 - Washers and dryers are included in the apartments and the apartments are total electric.


I would not recommend The Jasmine at Winters Chapel to anyone. At least not as long as it's being managed by Lyons Management. This management company does not seem to care about its residents. The complex has great potenial but it is obivious that corporate just doesn't care. From what I've heard from others, who have been there for many years, it was not always like that. And not to make this racial, but I have noticed that when the minority becomes the majority in apartment complexes, the managing companies begin to slack off on the upkeep of the complex. As if miniorites are OK with living in or around substandard housing.
