Going Downhill Fast

Years at this apartment: 2002 - 2004
I lived at Les Jardins from August 2002 till November of 2004. During that time I saw the quality of the complex go downhill dramatically. While I appreciated the roominess of my apartment, I can't really recommend anything else about this place.
Yes, the apartments are old, but you know that moving in, so that can't really be a complaint. However, there is a lot of other stuff that is annoying.
1. Parking. People park illegally in your spot all the time, but management never seemed to care. This is a problem as parking is almost always scarce.
2. Children. They use the parking lot as their own playground and will not move for cars. I don't know how many times I almost ran over a kid at night when I couldn't see them very well.
3. Quality of the tenants. Increasingly sketchy, leading to higher crime rates, graffiti on walls, increased noise pollution, etc.
4. The quality of the management is marginal at best, though the maintenance people did a good job.
Bottom line: this used to be a nice place to live, even though it was old. The apartments were big, the management staff were efficient and caring and the tenants were generally quiet and well-behaved. NOT ANYMORE! RENT AT YOUR OWN RISK!
