Sewage and Roach Problems!

I have a relative who lives at the apartment complex on the first floor.
He and his roomate recently moved in only to have sewage back up and flood part of the apartment. Not only did he and his roomate have to clean it up but the office didn't send anyone there to clean the carpet until days laters. You cannot tell me this has never happened before! It disgusting and a health hazard. They also have terrible roach infestation!!! If anyone else has had sewage problems, please let me know. Thanks
