Pretty Apartment - Cheaply Constructed - Poor Parking, Bad Tenants

I lived in Phipps Place for one year and moved because of the noise, parties and crime that the management seemed unable to control. The parking situation is horrible because you have an assigned spot that is not even on the same floor as your apartment. It was much worse for me because they came up with the assignment scheme 6 months into my lease so I didn't know when moving in.
The problems with the residents extends beyond Phipps Place and into the high rise condo next door. My sister lives in NE Washington DC and even she was amazed at the activities on Kingsboro. It is up to Finger to demand that the Atlanta Police make that part of Buckhead livable! Renters have as much power as home owners since the property taxes are built into your rent!
The person that complained about all of the construction on the surrounding streets doesn't know how lucky they really are. Before the construction people parked up and down the street, screamed and argued at all hours of the night and served liquor out of the trunks of their cars!
I will say that office staff turnover was very low while I was there and while I had very few dealings with the manager I found the staff to be friendly and most often go out of their way to be helpful (I really like Connie and Suzanne!)
If the crime and noise issues could be addressed this would be one of the top rental properties in Buckhead and would probably have very low turnover.
