Turning into a college dorm

Years at this apartment: 2000 - 2003
 
I've been here a few years and noticed that the noise level has definately increased. It is hard at times to get to sleep before midnight.
I also agree with the comments about the office staff. It seems as though customer service is not important to them. Something should be done about them.
