Bad place to live for the money

Though it is ideal for the location and its accessibility to marta and shopping, it is very highly overpriced for what it is. After renewing my lease at the beginning of December, a friend of mine moved less than two weeks after. He is living in the exact same apt as me with the exception that he has all the new and updated appliances and amenities. However, he is paying $100 less than me. My appliances are old and outdated and some don't even work but I am paying $100/month more than him. The utilities were all included during my first year ($850). When I renewed, I discovered that the utilities would not be just what I use but an average of what everyone in the property uses and by square footage. My rent is now $799 but my utilities are NEVER less than $120 no matter how much I try to conserve. I pay an average of $920/month and my friend in the exact same unit pays $699/month. I don't think the market went down that much in less than 2 weeks.
