95 percent occupied.... doubtful

First of all, I have lived at the Stratford for a year. Recently I was up for renewal and the new management company indicated that they would be raising my rent on my small one bedroom apt. from $815 to $65/mo They refused to negotiate since they said that they were 95% occupied. My question is if they are truly 95% occupied, why are they offering a $750 resident referral fee' Further, why would they have a "move-in specials" sign up (which by the way looks terrible) out front. This was a very nice place to live until recently. Since new management took over, we have no cleaning person on staff, which is unheard of in a property this size. In order to keep this place looking nice, it is definitely necessary to have a person who cleans the common areas every day. Not once in a while when the company decides to outsource two cleaning ladies. The pool and the hotub: TWO OF OUR RESIDENTS ARE KEEPING THESE MAINTAINED! That is ridiculous!!! If it wasn't for these two, the pool would be filthy and the hot tub would be broken as usual.
I was promised new appliances in exchange for taking on a two bedroom apartment and paying market rent. I have moved into the two bedroom and yet I am still staring at some of the oldest, most disgusting appliances I have seen in apartmemt in this area of town. I am getting the runaround from management.
The residents have gotten together and have a petition going around. They are having a meeting this wednesday to try and get management to pay attention to our concerns.
I would think twice at this point of renting here. Management has not been good and don't care about keeping valued residents.
